This one was taken today at the Sycamore Plaza building parking lot at Academy & Wyoming. I always thought those "fail" pictures were a joke till I saw this.
This one was taken a few months ago on Rio Grande, just south of Paseo del Norte. Must have problems with the red light cameras...
My only comment on the 2nd one is that covering or altering your license plate like that is illegal. So this comes down to enforcement. Hello? Cops? I see people driving around without license plates, sometimes with them covered, etc. Simple: just pull them over - my guess is that they have a poor driving record if they are pulling this kind of shit. Easy fine. They probably don't have insurance, either. Another fine. Let's make some money for the city and get the streets safer at the same time.
